This User Specific Setting is a security type setting that determines if a Manager type user can use the SQL Console to run custom queries in the database (only if the user type is 'Manager' for the current facility).  Super Users always have access to the SQL Console and users below manager (User, Entry, Icon Select, Read Only) never have access to the SQL Console. 

This setting is also used to determine if Managers have access to the Variable Admin Tool
