This User Specific Setting is a security type setting that determines if a user can view Action History items pertaining to the facility that the specified user is logged into (only if the user type is 'Manager' for the current facility)

Note: This setting is over-ridden by the User Type in the Facility Access Tab in User Setup.  If the user is not a Manager for the facility they are logged into, this setting has no affect and will not grant them access.  Only Managers can be given access to Action History and Super Users always have access, all other user types are forbidden access.
