User receives error message:

Cannot display this help file.  Try opening the help file again, and if you still get this message, copy the help file to a different drive, and try again. (136)

This typically occurs when the user does not have sufficient rights to the OPS SQL program folder.  The OPSSQL.HLP file is located there and the user requires full rights to that folder.
