Q13600 - INFO: Missouri Wastewater Spread Report Templates

As of August 2013, the state is testing the eDMR program and it will be mandatory by Jan 2014.  Check with the MDNR for final ruling.

Calculation Notes:

Handling of data qualifiers (<, >) 

< - Use 1/2 entered value rule.
> - Use entered value (suggestion as this was not discussed with the state) 
ND - Should not be entered, enter as <DL.

As of Aug 2013 the MDNR system that reads the data from the e2 system (the MDNR clean water information database) does not allow the use any Data Qualifiers (< or >).  Therefore, for the time being the state asks that we DO NOT upload results with data qualifiers into the e2 system (even though the e2 system allows them). 

Example 1:
Results are 11.4, <5.0, <5.0, <5.0 mg/L
Calculation is 11.4 + 2.5 + 2.5 + 2.5 =18.9.  18.9/4 = 4.725 (4.7 mg/L is to be reported).

Example 2:
However if there is only 1 result for the reporting period I think it came out in the meeting that we have the OPTION to report either ½ the bdl or <BDL. Example:

<5.0 mg/L can be reported as 2.5 mg/L or <5.0 mg/L.  As of Aug 2013 you must report 2.5.

Example 3:
All results are < BDL.
Results are <5.0,<5.0,<5.0

We would report 2.5


Example 4:
All results are <BDL
<5,<5,<2 (we changed method or did a new MDL study) Calculation is 2.5 + 2.5 + 1 = 6.  6/3 = 2.0  (report 2.0)

 

Weekly Average

Direction from state: "Sunday thru Saturday, the last week of the month is Sunday thru the last day of the month. The first week of the month is the 1st thru Saturday."  The state has also stated: "Sunday to Saturday.  A week that is truncated due to the end of the month is treated as a full week for the purposes of reporting [meaning it could be a 1 day ‘week’]. "

We believe we should use WAVG23(cx) , i.e. week definition of Sun (or first of the month) thru Sat.  However, some customers have used WAVG7 and WAVG17.
