Tech Notes:

This utility will transfer Locations and Parameters from Rio to WIMS.  The transfer is from one Rio Operation to one WIMS Facility.  The transfer is intended to be run once per Operation/Facility.  Locations or Parameters will not be updated.  If New Locations are added or new parameters added to a location in Rio, the utility will transfer the new data.

The Utility is based on the Interface Framework, however most of the Interface features have been removed.
