Used to Send an OPS Message to a user or OPS Service.

FIELDS:

TO: Messages can be sent to any OPS User or to a service (VIA_CALC pings the Calc Engine service, VIA_GNR pings the GNR Service).

Message Body:  The text of the message to be sent.

Priority: Sets the importance of the message.  High priority messages appear in Red in the user's Message Inbox.

BUTTONS:

Sends the message and closes the form.
